The following issues are resolved with this hotfix.

### AER-6738

(BALANCE) For [`strong-consistency`](https://aerospike.com/docs/database/reference/config#namespace__strong-consistency) namespaces, a [`replication-factor`](https://aerospike.com/docs/database/reference/config#namespace__replication-factor) exceeding the number of racks may lead to rack-aware violations when nodes are down.
