Added the Access Management page to the UI for managed Cloud account memberships, API keys, and secrets.

New loading screen - Added improved loading screen for the clusters pages.
Access manager page - Added access manager page for controlling Cloud members, API keys, and secrets.
Enhanced cluster details - Added additional fields ZoneIDs and CIDR range to cluster details.
Region optimization - Disabled two AWS regions that nobody was using.
Expanded regional coverage - Added more requested AWS regions.

Improved error messaging - Enhanced the API error returned when AWS doesn’t provide instances requested.

Cluster count accuracy - Fixed the count for decommissioned clusters.
Members page loading - Fixed a bug where the members page sometimes wouldn’t load when an invitation had been partially processed.
Cluster name display - Fixed a bug where the cluster name could fall off the status chip on the clusters page.
