The following issues are resolved with this hotfix.
AER-6750
(BALANCE) For strong-consistency namespaces, a quiesced node may cause a sub-cluster half the roster size to be unnecessarily unavailable.

AER-6752
(FABRIC) A race condition in accounting incoming fabric connections can cause a fabric or heartbeat thread to be blocked.
